Update of Q2 Meeting Actions:
  • 2.1. Annual Audit wrap-up -D. Pearce
  • 2.1.1. Craig reported at Executive session. The audit was successful, and the report determined all transactions and activities were fairly reported.
  • 2.2. Power washing; post and sign painting and replacement – Jimmy Royall
  • 2.2.1. Power-washing was completed, and posts were painted. Wooden sign replacement and other minor repairs are in-progress.
  • 2.3. Replacement of rotten dam area in Estates – Jimmy Royall
  • 2.3.1. This project is complete with paint stain to be applied in the coming months when wood has seasoned.
  • 2.4.Cul-de-sac Projects -Billy Morris
  • 2.4.1. Dave Lennon is working with the Neuse Colony Drive culdesac owners to address improvements. The Queen Ann culdesac will be the next culdesac on the Colony side. Billy Morris will head these improvements up in collaboration with the homeowners.
Agenda Items:
  • 3.1. Entrances and Landscaping updates – C. Hooks
  • 3.1.1. Craig Hooks is currently getting bids for landscaping as construction continues on the Hwy 42 widening project. The entrance sign will be perpendicular (8ft. Sign). Encroachment will be addressed for landscaping and irrigation as well.
  • 3.1.2. J. Smith Civil annual follow-up for repairs: Craig and Diane will do a ride around in the coming week to determine areas to be addressed.
  • 3.2. Children on Golf Carts Policy Review – B. Morris
  • 3.2.1. The Board has received numerous complaints from homeowners regarding young children and other underage unlicensed children driving golf carts. Correspondence will be sent to all homeowners to remind them of the Golf cart policy. Please take a moment to read and review these regulations. Violations have consequences as stated in the policy established in 2016.
  • 3.3. Recent water issues on Colony side (Aqua) – B. Morris
  • 3.3.1. Homeowners are asked to contact Aqua if there were damages experienced. In addition, if you haven’t received response back from Aqua or need an additional contact, Billy Morris can provide that number for you.
  • 3.4. Social Committee – Fall activity – J. Royall
  • 3.4.1. Jimmy as received few responses for a Fall activity. If anyone is interested in helping to organize an event, please contact Jimmy or a Board member.
  • 3.5. Review of CAMS portal access for information, complaints or concerns – K. Hoffman
  • 3.5.1. Kristin provided a brief yet informative tutorial at the meeting. If there are additional questions or concerns regarding the CAMS portal, please contact Kristin directly.

Financial report – Craig Hooks
  • 4.1. Report was presented by Diane Pearce in Craig’s absence. As of 7/31/23, the cash balance was $136,000. There is $35,000- $40,000 remaining normal expenses, giving us a $100,000 remaining balance as of 12/31/23. (As stated at the annual meeting)

Motion to Open the General Session: J. Royal 1.1. Seconded By: C. Hooks 1.2. Passed: 4-0-1 1.3. Time: 6:32 pm 2. Project updates and follow-up 2.1. Community trash service - Dave Lennon 2.1.1. GFL is requiring 80% of the homeowners participation in order to get the discounted price. Dave has reached out to Anchor to determine if they have this requirement as well. 2.2. Covenant change to enhance and update hunting ban – D. Lennon 2.2.1. The convenient change to update the hunting ban has been written and will be included in the e-voting for new Board members. Dave stressed the importance of safety awareness as homeowners and their families walk/bike/hike in these areas. 2.3. Children on golf carts complaints – Billy Morris 2.3.1. Dave reminded homeowners of the golf cart policy in place and the law stating no one under 16 years old should be operating a gold cart. 2.4. Cul-de-sac improvements – B. Morris; D. Lennon 2.4.1. Dave will be meeting in the near future with homeowners in the Neuse Colony Drive culdesac to discuss their plans for improvement. 2.5. Follow-up and minor repairs on lake trails. J Smith Civil bankruptcy. – Craig Hooks 2.5.1. Craig stated while only minor repairs to the lake trails are needed, we did not complete payment to JSmith Civil. Dave Lennon will reach out to the law firm handing the Chapter 11 to determine how we should move forward. 2.6. Entrances: Paving; landscaping and irrigation – C. Hooks 2.6.1. Craig stated that bids have been obtained and the Board will use a phased approach to address these needs. The irrigation piece will be first to prevent boring and damage to new pavement. Barefoot’s will perform this work in December. 3. New projects and action items: 3.1. Fall power washing – Diane Pearce 3.1.1. Fall power washing will be performed this Sunday, December 3rd. 3.2. Homeowner complaints -speeding on Neuse Colony Drive and Queen Ann Drive. Speed humps to be installed – D. Pearce 3.2.1. Following additional complaints of speeding and near misses on these two streets, speed humps will be installed in the coming weeks. 3.3. Gatehouse door windows shattered and damaged to be replaced – D.Pearce 3.3.1. The gatehouse door glass is scheduled to be repaired. 4. 2024 Election – 2 open positions//2 candidates- K. Hoffman 4.1. CAMS Election Buddy, electronic voting will be used this year. This will remove the stress and concerns with manual elections. 5. Financial report – Craig Hooks 5.1. Craig reported we have projected $100,000 by year end and we have $121,000 as of the end of October. 6. Homeowners Questions & Comments 6.1. Spring greetings to the Neuse Colony community! What a beautiful time to enjoy the river and lake trails while taking in the natural beauty and wildlife in this place we call home!
